The idea of the Pagerank is that if somebody writes something interesting, people who find it useful will cite it. When a page is very cited, has a lot of backlinks and it means a high Pagerank. This idea had to be complemented with the Trustrank as a lot of people is spamming Google using the backlinks.

It is more important the quality of the links than the quantity. You can submit 3-4 links a week but be sure that they have the highest Pagerank possible, integrated in Html and an anchor text with your keywords. Remember to not repeat the same anchor text with every backlink.

You will be also penalized if you do not update your web site, if Google detect that you are selling links (implementation in Html is the most difficult to detect) or simply if you point to sites offering pornography, tablets or gambling.
Rent Links Pointing to You
Google dislikes that activity because believes that it is like selling votes, and a web site or blog found selling links will be penalized. Submit Your Page in Link Directories
A link directory is a place where you can submit your link to obtain some Pagerank and maybe traffic. Together with the blog comments, this uses to be the main way used to spam with links, so be careful with it, not only by the number of link directories you submit at the same time, but also the quality of these directories.
Some link directories are considered link farms and a page linked there will be provably Sandboxed. The link farms are characterized by having a lot of links listed without explanation and without being classified categories. You can also identify a link farm by seeing a grey bar in the Google Toolbar instead of the green one, but it can also mean that the page is very new or uses a no index attribute.
Many people uses auto submitters to save time. As these programs submit your site in hundreds of directories a day, the usage of auto submitters is like Spamming Google with the links.

The Inbound Links

A good internal link structure means that many of your pages are pointed among themselves. It is also good to use the keywords of your site to build the anchor text of the link building to it.
